The new Royal Decree 643/2026 It introduces measures to facilitate compliance with business obligations, modernizes the regulation of debt deferrals with Social Security and strengthens information on employment. 

The Council of Ministers has approved Royal Decree 643/2026, of July 29, which modifies various aspects of the regulations on affiliation and collection of Social Security with the aim of facilitating the administrative management of companies and advancing in the modernization of certain procedures.

Among the main new features is the extension from three to six calendar days of the deadline to notify the Social Security of the termination and changes of data of workers. The measure responds to the demands of professionals and company representatives, who had been pointing out the difficulties in managing multiple communications in a short period of time. This modification aims to promote compliance with administrative obligations and reduce the risk of non-compliance.

The regulation also introduces relevant changes regarding the deferral of debts with Social Security. In this area, it is clarified which concepts cannot be subject to deferral, including the fees corresponding to contingencies of work accidents and occupational diseases. Likewise, the debt amounts for which the establishment of guarantees will not be necessary are updated, adapting the regulation to the amounts already in force in administrative practice.

Another highlight is the incorporation of mechanisms that will allow the automated processing and granting of certain deferrals, provided they do not require guarantees and meet the conditions established by the General Treasury of Social Security. This measure aims to streamline the management of files and improve the efficiency of administrative procedures.

Furthermore, the royal decree establishes the obligation for companies to communicate to the General Treasury of Social Security the occupational code of workers who are registered and whose data has not yet been reported. For this purpose, a period of six months is granted from the entry into force of the rule. This information will contribute to the preparation of studies and reports related to particularly arduous, toxic, dangerous or unhealthy professional activities, which are fundamental for the analysis of possible reduction coefficients for the retirement age.

The Royal Decree will come into force on the first day of the month following its publication in the Official State Gazette, consolidating a set of measures aimed at simplifying the relationship of companies and professionals with Social Security and reinforcing the efficiency of administrative management
